JAVNI POZIV
za prikupljanje ponuda za nabavku usluga
u otvorenom postupku
(JNB 2/12)

Ministarstvo životne sredine, rudarstva i prostornog planiranja Beograd, Omladinskih brigada 1, PIB 105689552, sprovodi postupak javne nabavke i poziva sve zainteresovane ponuđače da podnesu svoje ponude pod uslovima iz ovog javnog poziva i konkursne dokumentacije.

Vrsta postupka: Otvoreni postupak

Predmet javne nabavke: usluge čišćenja i dekontaminacije lokacije JP „Milan Stepanović-Matroz” AD, Sremska Mitrovica.

Ponuda mora biti u celini pripremljena u skladu sa konkursnom dokumentacijom i mora da ispunjava sve uslove za učešće u postupku predmetne javne nabavke.

Naručilac će sa izabranim Ponuđačem zaključiti odgovarajući ugovor.

Uslovi za učestvovanje u predmetnom postupku (pravo učešća, dokazi o ispunjenosti uslova...): pravo učešća imaju ponuđači koji ispunjavaju obavezne uslove za učešće u postupku u skladu sa članom 44. Zakona o javnim nabavkama, a ispunjenost ovih uslova dužni su da dokažu na način propisan članom 45. Zakona o javnim nabavkama.

Ispunjenost uslova ponuđač dokazuje dostavljanjem dokumenata navedenih u konkursnoj dokumentaciji (mogu da budu neoverene kopije). Ponuđač čija ponuda bude ocenjena kao najpovoljnija dužan je da u roku od tri dana, na osnovu pismenog zahteva naručioca, dostavi original ili overenu kopiju dokaza o ispunjenosti uslova iz člana 44. Zakona o javnim nabavkama.

Ako ponuđač ima sedište u stranoj državi, dokumentacija za dokazivanje uslova mora biti overena od strane nadležnog organa države u kojoj ponuđač ima sedište, upravnog ili sudskog organa, odnosno privredne komore), odnosno ambasade te države u Srbiji, prevedena na srpski jezik i overena kod sudskog tumača.

Ako se u državi u kojoj ponuđač ima sedište ne izdaju dokazi iz člana 45. Zakona, ponuđač može, umesto dokaza, priložiti pismenu izjavu, datu pod krivičnom i materijalnom odgovornošću, odnosno izjavu overenu pred sudskim ili upravnim organom, notarom ili drugim nadležnim organom te države.

Podnošenje ponuda ( mesto, rok, vreme, način, naznaka...):

Ponuđač treba da dostavi ponudu u pisanom obliku, koja mora biti napisana jasno i nedvosmisleno i u celini pripremljena u skladu sa ovim pozivom i konkursnom dokumentacijom.

Ponuda se sastavlja tako što ponuđač upisuje tražene podatke u obrasce koji su priloženi uz konkursnu dokumentaciju, kao i overena pečatom i potpisom ovlašćenog lica Ponuđača.

Ponuđač podnosi ponudu preporučenom pošiljkom ili lično na adresu Naručioca: Ministarstvo životne sredine, rudarstva i prostornog planiranja, Omladinskih brigada 1, Novi Beograd, u zapečaćenoj koverti sa naznakom „ne otvarati-ponuda”–javna nabavka usluga čišćenja i dekontaminacije lokacije JP „Milan Stepanović-Matroz” AD, Sremska Mitrovica, broj 2/12. Na poleđini koverte vidljivo naznačiti naziv, adresu i kontakt telefon Ponuđača.

Ukoliko ponuda ne bude podneta na način kako je napred navedeno, smatraće se neispravnom i kao takva biće odbijena.

Rok za podnošenje ponuda je 30 dana od dana objavljivanja u „Službenom glasniku RS”.Blagovremenim će se smatrati sve ponude koje stignu naručiocu najkasnije poslednjeg dana navedenog roka do 11 časova.

Ukoliko rok ističe u dan koji je neradni (subota ili nedelja) ili u dan državnog praznika, kao poslednji dan roka smatraće se prvi sledeći radni dan.Ukoliko ponuđač podnosi ponudu poštom, mora da obezbedi da ista stigne naručiocu do poslednjeg dana navedenog roka do 11 časova.

Otvaranje ponuda (vreme, mesto, prisustvo...)

Javno otvaranje ponuda obaviće se petnaest minuta nakon isteka roka za dostavljanje popnuda, odnosno u 11,15 časova u prostorijama Ministarstva životne sredine, rudarstva i prostornog planiranja, Omladinskih brigada br. 1, Novi Beograd, uz prisustvo Komisije za predmetnu javnu nabavku i ovlašćenih predstavnika ponuđača. Predstavnici ponuđača koji učestvuju u postupku javnog otvaranja ponuda podnose punomoćje za učešće u postupku.

Ako je ponuda podneta po isteku roka za podnošenje ponuda, smatraće se neblagovremenom, a Naručilac će je po okončanju postupka otvaranja ponuda vratiti neotvorenu Ponuđaču, sa naznakom da je podneta neblagovremeno.

Kriterijumi i elementi kriterijuma za izbor najpovoljnije ponude:

Kriterijum za izbor najpovoljnije ponude je ekonomski najpovoljnija ponuda.

Ocenjivanje i rangiranje dostavljenih ponuda zasnivaće se na sledećim elementima kriterijumima:

1. cena do 80 bodova,

2. rok izvršenja usluge do 20 bodova.

Ponderisanje svakog navedenog elementa kriterijuma razrađeno je u konkursnoj dokumentaciji.

Uvid i preuzimanje konkursne dokumentacije (uslovi, mesto, vreme, rok, naknada troškova): uvid u konkursnu dokumentaciju može da se izvrši svakog radnog dana od objavljivanja javnog poziva u „Službenom glasniku RS” od 10,00 do 14,00 časova u Ministarstvu životne sredine, rudarstva i prostornog planiranja, Omladinskih brigada 1, Novi Beograd, VI sprat, kancelarija 613.

Konkursna dokumentacija neophodna za davanje ponude može da se preuzme u Ministarstvu životne sredine, rudarstva i prostornog planiranja, Omladinskih brigada 1, Novi Beograd od 10,00 do 14,00 časova, uz ovlašćenje zainteresovanog ponuđača i dokaz o uplati iznosa od 1.000,00 dinara na ime manipulativnih troškova izrade konkursne dokumentacije, na tekući račun Naručioca broj: 840-1620-21 sa pozivom na broj 97 14000-01-426111-560, svrha uplate „Otkup konkursne dokumentacije za javnu nabavku broj 2/12”.Iznos naknade uplaćene na ime manipulativnih troškova se ne vraća ponuđačima.

Ponudu može da podnese samo ponuđač koji je na propisan način preuzeo konkursnu dokumentaciju.

Ponuda se podnosi na srpskom jeziku.

Vrednosti u ponudi moraju biti iskazane u dinarima bez obračunatog poreza na dodatnu vrednost.

Ponude moraju da budu jasne i nedvosmislene a važnost ponude mora da iznosi najmanje 60 dana od dana otvaranja ponude.

Ponuđač je dužan da u ponudi navede da li će izvršenje nabavke usluga po ovom javnom pozivu da delimično poveri podizvođaču.

Ponudu može da podnese grupa ponuđača.

Ponuđač može u pisanom obliku da traži dodatne informacije ili pojašnjenja u vezi sa pripremanjem ponude. Traženje dodatnih informacija i pojašnjenja telefonom nije dozvoljeno.

Rok za donošenje odluke o izboru najpovoljnije ponude:

Rok za donošenje odluke o izboru najpovoljnije ponude je do 15 dana od dana javnog otvaranja ponuda.

Oluku o izboru najpovoljnije ponude naručilac će dostaviti svim ponuđačima, u roku od tri dana od dana donošenja odluke.

Ugovor će biti zaključen u roku od najviše 10 dana od trenutka kada se steknu zakonski uslovi (po isteku roka za podnošenje zahteva za zaštitu ponuđača iz člana 107. ZJN).

PUBLIC INVITATION TO TENDER
for submission of bids regarding the open public procurement procedure
(Public Procurement Number 2/12)

The Ministry of Environment, Mining and Spatial Planning, Belgrade, 1 Omladinskih

brigada street, PIB105689552, conducts a public procurement procedure and invites all interested bidders to submit their bids under the terms of this open procedure, as well as all relevant documents regarding the bid.

Type of procedure: Open procedure.

The subject of the public procurement: cleaning and decontamination services at the site of the PC ”Milan Stepanovic – Matroz”, JSC Sremska Mitrovica.

The bid shall entirely be prepared in accordance with the bid documents and shall meet all the requirements necessary for the participation in the procurement procedure in question.

The Purchasing entity will conclude the relevant contract with the selected Bidder.

Terms for participation in the procedure in question (right to participate, evidence of fulfillment of requirements...): Competition is open to all Bidders who meet the mandatory requirements for participation in the aforementioned procedure in accordance with the Article 44 of the Public Procurement Law and in the manner as set out in the Article 45 of the Public Procurement Law.

The compliance with the requirements shall be proved by supplying the documents listed in the bid documents (non-certified copy shall also be accepted). At the written request of the Purchasing entity, the Bidder whose bid is considered as the most advantageous bid, shall submit the original Document of compliance, or its certified copy, which shall serve as a proof of the compliance with the requirements set out in the Article 44 of the Public Procurement Law within the three days from receiving the written request (non-certified copy of the document shall also be accepted).

In case of the foreign Bidders, i.e. the Bidders based in a foreign country, the Documents of compliance must be certified by the competent authority (administrative or judicial authority, or the relevant Chamber of Commerce) in the country of the Bidder’s company seat, or by that country’s embassy in Serbia, translated to Serbian and certified by the licensed court interpreter.

If the Documents on compliance, specified in Article 45 of the Public Procurement Law are not issued in the country where the Bidder’s company is based, the Bidder shall supply the written statement, given under the criminal and material responsibility and certified by the judicial or administrative authority, notary or other competent authority of that country.

Submission of bids (place, deadline, time, manner, annotations…):

The Bidder shall submit its Bid in writing, which must be written clearly and unambiguously, and generally prepared in accordance with the public invitation and bid documents.

The bid shall be prepared by the Bidder by entering the required information in the forms submitted together with the bid documents, and shall be stamped and signed by an authorized representative who shall act on behalf of the Bidder.

The Bidder shall submit the bid by registered mail, or in person, to the address of the Purchasing entity: Ministry of Environment, Mining and Spatial Planning, 1 Omladiskih brigada street, Novi Beograd, in a properly sealed envelope, clearly marked on the outer side of the envelope „Do not open –bid – public procurement for cleaning and decontamination services at the site of the PC “Milan Stepanovic – Matroz“. JSC Sremska Mitrovica No. 2/12. At the back of the envelope the name, the address and the contact phone of the Bidder shall be clearly written.

Unless a bid is submitted in the above described manner, it will be considered incorrect and will be rejected as such.

The deadline for submitting the bids is 30 days from the publication of the Call for Tender in the „Official Gazette of the RS”. The bids received at the address of the Purchasing entity, not later than the last day of the specified deadline (by 11a.m.), shall be considered timely.

If the deadline expires on a non-working day (Saturday or Sunday) or on a day of public holiday, the first working day shall be considered as the deadline. If the Bidder submits the bid by post, the Bidder shall ensure that it reaches the Purchasing entity by the last day of the specified deadline, at 11 a.m.

Bid opening (time, place, presence ...)

Public bid opening shall be carried out 15 minutes following the expiration of the deadline for submission of bids, at 11.15 a.m sharp, in the offices of the Ministry of Environment, Mining and Spatial Planning, 1Omladinskih brigada, Novi Beograd,(SIV III), VI floor - office 613, witnessed by the Public Procurement Committee and the authorized representatives of the Bidders. The representatives of the Bidders participating in the public bid opening shall submit the authorization for the participation in the procedure.

If the bid is submitted after the bid submission deadline, it shall be considered untimely and the Purchasing entity shall return it unopened to the Bidder, indicating that the bid is untimely.

The criteria and criteria elements for selection of the most advantageous bid:

The criterion for the selection of the most advantageous bid is the most economically advantageous bid.

Evaluation and ranking of the submitted bids are based on the following criteria:

1. price to 80 points,

2. deadline for completion of service to 20 points.

Methods used for evaluation and ranking of each listed criteria element is explained in the bid documents.

Availability and taking over of bid documents (requirements, place, time, deadline, reimbursement of expenses):

The bid documents shall be available from 10 a.m. to 14 p.m. every working day from the date of publication of public invitation in the “Official Gazette RS”, in the premises of the Ministry of Environment, Mining and Spatial Planning, 1 Omladinskih brigada street, Novi Beograd, VI floor, office 613.

The bid documents required in order to submit a proposal can be delivered to the premises of the Ministry of Environment, Mining and Spatial Planning, in person, from 10 a.m. to 14 p.m., with an authorization issued by the interested Bidder and proof of payment of handling costs in the amount of 1,000.00 RSD, to the account of the Purchasing entity: 840-1620-21, with the reference number 97 14000-01-423432-560, purpose of payment “Purchase of bid documents for the public procurement No. 2/12”. The amount paid for the handling fee is not refundable.

The bid may only be submitted by the Bidder which has taken over the bid documents in the prescribed manner.

Bids shall be submitted in Serbian language.

The prices quoted in the bid’s Bill of Quantities shall be given in dinars, VAT (value added tax) excluded.

Bids shall be clear and unambiguous, and each bid shall be valid for at least 60 days from the day of its opening.

The Bidder is obliged to indicate in the bid whether the procurement of services that are subject of this public invitation can be partially entrusted to a subcontractor.

The bid may be submitted by a group of Bidders.

The Bidder may request, in writing, additional information or clarification regarding the preparation of the bid. Asking for additional information and clarification by phone is not allowed.

Deadline for making a decision on selection of the most advantageous bid:

The deadline for making a decision on the most advantageous bid shall be up to 15 days from the date of the Opening of public bids.

The decision on selection of the most advantageous bid shall be sent by the Purchasing entity to all Bidders within three days from the date of making the decision.

The Contract shall be concluded within a maximum period of 10 days from the date when all legal requirements are met (after the specified deadline for submitting the requests for protection of Bidders according to the Article 107 of the Public Procurement Law).
