za prikupljanje ponuda
Vrsta postupka: otvoreni postupak.
Predmet javne nabavke: dobra – redni broj JN je D-6/12.
Opis predmeta javne nabavke: Server – Sistem za pripremu i emitovanje informativnog programa.
Uslovi za učestvovanje u postupku (pravo učešća, dokazi o ispunjenosti uslova...):
Pravo učešća imaju sva zainteresovana fizička i pravna lica koja ispunjavaju uslove iz člana 44. Zakona o javnim nabavkama. Ispunjenost navedenih uslova ponuđač dokazuje na način predviđen čl. 45 i 48 Zakona. Uslovi koje svaki ponuđač treba da ispuni kao i način na koji se dokazuje ispunjenost uslova su bliže određeni konkursnom dokumentacijom.
Kriterijum i elementi kriterijuma za izbor najpovoljnije ponude:
Kriterijum za ocenu ponuda je najniža ponuđena cena. Ukoliko dve ili više ponuda imaju istu ukupnu cenu, izbor najpovoljnije ponude će se vršiti na osnovu elementa: kraći rok isporuke.
Uvid i preuzimanje konkursne dokumentacije (uslovi, mesto, vreme, rok, naknada troškova...):
Zainteresovani ponuđači mogu izvršiti uvid u konkursnu dokumentaciju svakog radnog dana, od 9,00 do 15,00 časova, počev od dana objavljivanja javnog poziva u „Službenom glasniku RS”. Konkursna dokumentacija se može preuzeti na adresi: Radiodifuzna ustanova – Radio televizija Srbije, Beograd, Dragiše Lapčevića 19-21, soba 118.
Prilikom prezimanja konkursne dokumentacije ovlašćeno lice ponuđača je obavezno da dostavi:
– ovlašćenje o preuzimanju konkursne dokumentacije;
– dokaz o bespovratnoj uplati 500,00 RSD ili 20 EUR, ukoliko je u pitanju strano pravno lice sa naznakom – svrha uplate: konkursna dokumentacija broj D-6/12. Dinarsku uplatu izvršiti na račun RDU RTS broj: 160-14950-40 kod Banke Intesa. Deviznu uplatu izvršiti na račun IBAN: RS351700000301030103132013, SWIFT: BAXCRSBG, Unicredit Bank, Rajićeva 27-29, Beograd.
– obrazac za identifikaciju naziv, adresu i sedište ponuđača, tekući račun, PIB kao i ime, telefon i E-mail osobe za kontakt u postupku izrade ponude;
– potvrdu o izvršenom evidentiranju za PDV.
Ukoliko ponuđači zahtevaju da im se konkursna dokumentacija dostavi poštom, dužni su da naručiocu, na faks 011/321-3720, dostave dokaz o uplati, naziv firme, tačnu adresu i kontakt telefon.
Podnošenje ponuda (rok, mesto, vreme, način, naznaka...):
Rok za podnošenje ponuda je do 20.08.2012. godine do 10,00 časova. Blagovremenim će se smatrati sve ponude koje stignu na adresu naručioca do navedenog dana, do 10,00 časova. Blagovremenost podnošenja ponude ceniće se isključivo prema danu i satu prispeća na pisarnicu naručioca, a ne prema danu i satu predaje u pošti.
Ponude se podnose u zatvorenoj i zapečaćenoj koverti na adresu naručioca:
Radiodifuzna ustanova Radio televizija Srbije, 11000 Beograd, Takovska 10 – Pisarnica RTS, sa naznakom: „Ponuda za server – Sistem za pripremu i emitovanje informativnog programa, JNVV broj D-6/12 – ne otvarati”.
Na poleđini koverte obavezno naznačiti naziv, sedište ponuđača, kontakt telefon i e-mail.
Otvaranje ponuda (mesto, vreme, prisustvo zainteresovanih...):
Otvaranje ponuda je javno. Ponude će se otvarati odmah, po isteku roka za podnošenje ponuda, odnosno dana 20.08.2012. godine u 12,00 časova. Otvaranje ponuda će se obaviti u prostoriji naručioca RDU RTS, Beograd, Takovska 10 – četvrti sprat, sala Upravnog odbora. Otvaranju ponuda mogu prisustvovati sva zainteresovana lica. Predstavnici ponuđača moraju imati ovlašćenje koje će predati Komisiji za javnu nabavku prilikom otvaranja ponuda.
Rok za donošenje odluke o izboru najpovoljnije ponude:
Odluka o izboru najpovoljnije ponude, odnosno obustavi postupka u slučajevima iz člana 79. st. 1.i 2. ZJN, naručilac će doneti najkasnije u roku od 30 dana od dana javnog otvaranja ponuda. Donetu odluku naručilac će dostaviti svim podnosiocima ponuda u roku od tri dana od dana njenog donošenja.

Ponuđač može, nakon otkupa konkursne dokumentacije, da traži od naručioca dodatne informacije ili objašnjenja u vezi sa pripremanjem ponude, isključivo u pisanom obliku, odnosno elektronskim putem na e-mail: domaca_nabavka@rts.rs (osoba za kontakt Ružica Lotrijan) i to najkasnije pet dana pre isteka roka za dostavljanje ponuda. The subject mater of the procurement: goods – serial number of the Public Procurement is D-6/12
Description of the subject mater of the procurement: Server – System for preparing and broadcasting of informative program.
Conditions for participation in the procedure (rigth to participate, the evidence of compliance with the conditions...):
Rigth to participate have all interested natural and legal persons which comply with the requirements of Articles 44. of the Law on Public Procurement of the Republic of Serbia. The bidder will prove compliance with these requirements in the way established by the Art. 45. and 48. of the Law. The conditions to be met by each bidder and the manner in which the compliance with these conditions is demonstrated are specified in greater detail by the tender documentation.
Criterion and the elements of the criterion on selection of the best bid:
The criterion for evaluating bids is lowest price offered. If two or more bids have the same total price, selection of the best bid will be based on the element: shorter term of delivery.
Inspection and collection of bid documentation (terms and conditions, place, time, deadline, compensation of expenses...):
Interested bidders can inspect the bid documentation every workday from 9,00 h till 15,00 h, starting with the day of publishing of the public invitation in the „Official Gazette of the Republic of Serbia”. The bid documentation can be collected at the address: Public Broadcasting Institution - Radio Television of Serbia, Belgrade, Dragiše Lapčevića street 19-21, room 118.
When collecting the bid documentation, the authorised person of bidder has to submit:
authorization for collecting the bid documentation;
evidence of nonrefundable payment of 500.00 RSD or 20 EUR, if it is a foerign legal person, with remark – purpose of payment: bid documentation No. D-6/12. Payment in dinars shall be made to bank account RDU RTS number: 160-14950-40 at Banca Intesa. Payment in foerign currency shall be made to bank account IBAN: RS351700000301030103132013, SWIFT: BAXCRSBG, Unicredit Bank, Rajićeva 27-29, Belgrade.

If bidders demand delivery od bidding documentation by mail, they have to submit proof of payment, company name, the exact address and contact telephone to the ordering party on fax 011/321-3720.
Submission of bids (deadline, place, time, manner, remark...):
The deadline for submiting bids is till August 20th 2012. til 10,00 a.m. All bids that arrive at the ordering party address until 10,00 a.m. of the above mentioned day shall be considered timely bids. The deadline for submission of bids shall be determined only by the date and hour of arrival at the Registry Office of the ordering party, and not by the date and hour of delivery at the Post Office.
The bids shall be submited at the address of the ordering party:

On the back side of the envelope, the name, seat of the bidder, contact telephone number and e-mail must be written.
The opening of bids (place, time, presence of interested parties...):
Oppening of the bids is public. The bids shall be oppened immediately after the deadline for submiting of the bids, that is August 20th 2012. at 12,00 a.m. The opening of bids shall take place in the RTS building in Belgrade, Takovska 10, on the 4th floor, at the room of the Managing Board. All interested persons can attend the opening of the bids. Representatives of the bidders must have proper authorization which they will submit to the Commission for public procurement at opening of the bids.
The deadline for making decision on selection of the best bid:
The ordering party shall select the best bid, or stop the procedure in accordance with cases from the Article 79. Paragraphs 1. and 2. of PPL, within 30 days from the date of public opening of bids. The ordering party will notify the bidders about the decision within three days of its making.
